The central banks of Brazil, Russia, India, China and South Africa have signed an operating agreement on mutual support as part of the BRICS Contingent Reserve Arrangement (CRA). The document was signed after a meeting of BRICS finance ministers and central bank governors in Moscow, the Russian Central Bank press service reported.

The International Monetary Fund (IMF) and the Extractive Industries Transparency Initiative (EITI) are actively collaborating to improve transparency of government revenues from natural resources. The effort is based on a framework that the IMF’s Statistics Department has developed in close consultation with other stakeholders, including the EITI, to collect data and report information on such revenues. It is based on the IMF’s Government Finance Statistics Manual 2014 (GFSM 2014), which is the internationally accepted standard for compiling fiscal statistics.

The business community through BIAC is fully engaged in the OECD work on base erosion and profit shifting (BEPS). The OECD prepared the first set of BEPS consensus reports and recommendations on seven areas of the BEPS Action Plan. BIAC welcomed these recommendations but emphasized that the rules should not result in double taxation, unwarranted compliance burdens or restrictions to legitimate cross-border activity.

He previously served as the Prime Minister of Luxembourg and President of the Euro Group - the informal meeting of Ministers of Finance from the Eurozone. Shanghai Cooperation Organisation (SCO) Summit was held in Dushanbe, Tajikistan on September 11-12, 2014. First, the SCO leaders met in a narrow format to discuss current international agenda, including the situation in Ukraine. According to the Russian President Vladimir Putin, “[the SCO leaders] share identical or similar views on the main areas of cooperation. This consensus of views is reflected in the Dushanbe Declaration that we are adopting”. Second, the SCO Council of Heads of State met in expanded format with the representatives of the SCO observer states (India, Iran, Mongolia, Pakistan and Afghanistan)./p>

OECD Employment Outlook 2014 is released

The new OECD Employment Outlook outlines progress made in the struggle against unemployment. The OECD unemployment rate, which reached a historic 8.5% in October 2009, and which seemed stuck at 7.9% in 2011-2013, fell to 7.3% in June of this year. According to our projections, this average will decline slightly to 7.1% by the end of 2015. Nevertheless OECD average unemployment rate, even at 7.1%, is still well above the pre-crisis level of 5.6% (in 2007).
